Summary The Nurse Manager (NM) Emergency Management is responsible for the direct supervision of patient care for all nursing staff in their defined work area and is accountable to the Chief Nurse of Operations; provide coverage for Screening and Emergency Management across multiple clinical work sites. Will collaborate with all disciplines in proactively addressing designated clinical, facility, CDC and VHA safety outcomes and performance measures and provides coverage for Nursing Operations. Responsibilities The NM Emergency Management (EM) will travel to the various outpatient clinics to observe and collaborate with staff upwards of twenty-five (25) percent of their time. Developing skills for this position should include problem-solving, communication, calm disposition, flexibility, and critical thinking and should demonstrate a proficient level of clinical expertise, leadership, and innovative approaches to manage complex care. The NM must demonstrate an ability to supervise a diverse group of staff members with complex needs and to assess the specific education needs; leadership training; professional staff development and mentoring to achieve organizational outcomes. The NM EM works under the supervision of the of the Chief Nurse for Operations and collaboratively with the various departments and services to achieve Healthcare System goals and provides supervision in delivering and improving care in the management of staff within their designated work area specifically and the medical center in general. The NM will have twenty-four (24/7) accountability for the nursing emergency preparedness plans, the coordination of disaster activities, and occupational health activities. Additionally, will supervisor and has oversight for the administration of leave, counseling staff, performance evaluations and disciplinary actions; will oversee the screening process for COVID-19 and the orientation, management, and training of all nursing staff within their work area and collaborate with other supervisors and service lines in implementing other facility wide programs such as the annual flu program to ensure system wide dissemination and compliance. The NM EM will assist with Emergency Management functions for the nursing service. This will include creation and design of the nursing emergency preparedness plans, preparing situation reports and coordination of disaster activities. Will adhere to High Reliability Organization principles and implement with-in assigned areas. Will complete FEMA training on the Hospital Incident Command Structure (HICS) and will oversee and coordinate the education and competency of nursing staff's emergency preparedness. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE) OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) Licensure. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Preferred Experience/Education: Bachelor of Science degree in Nursing - Required Masters of Science degree in Nursing - Preferred 1 year of supervisory or management experience - Preferred 2 - 3 years of emergency management nursing experience - Preferred National Certification - Preferred Basic Life Support certification - Preferred Physical Requirements: Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA vehicles for long periods of time. In-direct patient care work is mostly sedentary. Typically, the employee sits comfortably to complete the work. However, there may be some walking, standing, bending and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.
