Summary Pay Schedule - NF97 This position consists of a Supervisory Advanced Practice Registered Nurse (Nurse Practitioner) for Mental Health Service at the Memphis VAMC under the supervision of a Section Chief in Mental Health. The incumbent in this position serves as a Supervisor for Acute Inpatient Psychiatry and ED Mental Health Staff. The Supervisor has oversight of administrative and programmatic resources and deploy those resources in support of the program needs. Responsibilities Closing date extended to 8/3/21 (note: subject to the applicant count cut off) The Supervisor develops and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis. The incumbent provides clinical, managerial, business, and consultation oversight for services provided by a variety of disciplines. This position consists of a Supervisory Nurse Practitioner for Mental Health Service at the Memphis VAMC under the supervision of a Section Chief in Mental Health. The incumbent in this position serves as a Supervisor for Acute Inpatient Psychiatry and Emergency Department Mental Health staff. The Supervisor has broad program management responsibilities for Inpatient Psychiatry and ED Mental Health, which are designed to deliver specialized, complex, highly professional services that are important program components of the facility and significantly impact the health care provided to Veterans. Program management responsibilities include the development of short and long- range goals and plans, development and implementation of policies and procedures to ensure goal attainment, management of administrative and programmatic resources, and outcomes monitoring using data-driven quality assurance processes. Very wide latitude and independent judgment are exercised in making decisions affecting staff and other resources associated with the managed programs in achievement of medical center management goals and objectives, including performance monitors. The incumbent ensures that clinicians provide the highest quality of mental health care to veterans utilizing evidence-based practices and clinical guidelines. The incumbent is responsible for Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) reviews for staff assigned to the incumbent's areas of responsibility (i.e., section) in consultation with the discipline lead experts. The incumbent is responsible for effectively managing and supervising the program's resources including staff, funds, space and equipment-utilized in the development and direction of the mental health services, consultations, research, and training provided the veterans and staff of the medical center. The incumbent sets priorities, delegates tasks, meets multiple deadlines, analyzes complex organizational problems and implements effective solutions for those problems. The incumbent works with chiefs and supervisors of other services/organizations to resolve any substantive problems or areas of concern; when deemed necessary, advises higher level management of problems, and assesses the impact of those problems on Mental Health Service programs and those of related services/organizations. Develops Standard Operative Procedures to ensure quality care for patients that are in compliance with all regulations from accreditation and other governing bodies. The incumbent sets priorities, delegates tasks, meets multiple deadlines, analyzes complex organizational problems and implements effective solutions for those problems. The incumbent works with chiefs and supervisors of other services/organizations to resolve any substantive problems or areas of concern; when deemed necessary, advises higher level management of problems, and assesses the impact of those problems on Mental Health Service programs and those of related services/organizations. Provides a full range of psychological assessment services and diagnoses mental disorders, particularly for complex or unusually difficult patients. Provides comprehensive, evidence-based psychiatric interventions. Provides consultation to professional staff within VAMC Memphis and to community providers, concerning clinical assessment findings and appropriate treatment plan for patients. Develops, implements, and documents the treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders. Functions independently as a member of the VAMC Memphis Medical Staff, with full clinical privileges. Assumes complete professional responsibility for clinical assessment findings, patient care decisions, and documentation. Functions as a Supervisory Nurse Practitioner Work Schedule: Monday - Friday with potential on call responsibilities or additional hours needed due to supervisory responsibility over ED and Inpatient Psychiatry which are open 24/7. RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d) Graduation from School of Nursing (a) Graduate of a school of professional nursing approved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in a MSN Bridge Program.] 1. (b) [The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. (c)] In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration (see paragraph 2a(3)) will meet the requirement of graduation from an approved school of professional nursing. Registration - A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. AND Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body.
